Greens MLC's in the state Parliament will try and block the approval of the desalination plant. Section 38(2)of the Planning and Environment Act allows either house of Parliament to vote to disallow a planning scheme amendment tabled by the Minister.

To stop the desalination plant will require the support of all Liberal, National and DLP Upper House members.
